So if I understand correctly... You received smog check assistance during
your Toyota's last registration renewal period, and this year you want to
recycle your car. Unfortenetely the retirement program is only available
during a vehicle registration renewal period in which a smog check
certificate is required. Smog checks are needed every two years. Unless the
DMV has asked for a smog check again this year you will need to wait until
the next registration renewal period; next year.
