Well... the correct thing to do is to have your Mitsubishi Montero repaired in California and pass the smog test; for the sake of clean emissions and overall engine performance. An option you have however is to go ahead and move out of state, and deal with the emissions test program there (which you will have to do anyway, regardless of whether your vehicle passed the California smog check or not).
California DMV is aware that your vehicle failed its smog check, however this information stays in California alone, and is not shared with other states.
As far as registering your car in California or out of state... it all depends on whether you are permanently going to live out of state or not. California law requires that you register your vehicle in this state within 10 days of finding employment or establishing residency in this state. the state you are moving to may very well have similiar laws.
