1973 Dodge 150 Van in nonoperative status. Will it qualify for California Vehicle Buy Back?

My dodge van is in non operative status and ,I believe, up for a smog check. I would like to qualify it for your program that pays $1000 to get such vehicles off of the road. What will I have to do. Will I have to pay the registration fee to get it to a smog station or is there some type of temporary provision for such a move?

Answer:  

Your 1973 Dodge should be smog check exempt. 1976 and newer vehicles only require a California smog test once every two years. If your van has been under non-operational status for over 90 days it is not eligible for the vehicle buy back program.
