We need to start by explaining that the one-time 2 year waiver is only allowed to low-income applicants. The process works as such:
You apply for CAP Repairs (Consumer Assistance Program). CAP will pay up to $500.00 in emission repairs. After the $500.00 is used up and your vehicle needs more repiars to pass, the state will ask you to apply to VRRRM for another $500.00 in repair assistance. After that if your vehicle still fails the smog check, you will be asked to have a state smog check referee inspect your vehicle and learn why after $1000 in repairs your Ford Taurus is still failing the smog test. If the referee finds that more repairs are needed, and if you can not afford to make the required repair, they will issue you a one-time two year smog check waiver.
