If all is in tune... the emission components all work, the carb is properly adjusted, the vehicle is in proper fuel control... then yes chances are you will pass the smog check. If it fails however, you'll need a smog check repair station to diagnose the failure (for a fee; usually 2 hours of labor), and then fix the problems in order to pass the test. As far as being tested the same way... all vehicles have different parameters they are tested under; based on the vehicle year, engine size, and weight.
