Unfortunately the only options you have (if you are not eligible for the CAP
repair program because you're not low income), is to retire your Saab to the
state for $1000.00 dollars (which you can do at any time and for any reason)
or to repair it yourself and get it to pass smog. There is a one-time 2 year
smog check exemption, but it only applies after either you or the state has spent at least $500.00 to try and repair your Saab, and it still fails. At
that time you can apply for smog exemption. If approved you'll receive a one time smog check exemption, good for 2 years.
