The smog technician is correct. Your Honda Accord Hybrid does not need a
smog test. Contact the DMV at (800) 777-0133 and they should apply the
exemption. Hybrid vehicles were supposed to begin smog inspection in 2010
but the California Air Resources board changed their mind last minute, and
so there are some glitches with the DMV's smog check requirement system.
Once you get a hold of a DMV agent or manager, they will clear this up for
you.
