I really just wanted to say thank you for the statement of facts information. My car is currently in CA but I am having it shipped to PA. I can't register it without a smog check. NOw I know that with the form, I can just state the vehicle is out of state and move on.
Also, if you have any other information related to out of state vehicle registration and insurance, it would be greatly appreciated.

Just remember you'll need an out of state mailing address so that the CA DMV
can mail you your Ford Focus's registration tags or stickers.
