Hello Jon. Your 1995 Honda Accord is a OBD I vehicle (as opposed to OBD II). OBD I vehicles do not have emission monitors which need a drive cycle to complete. There is no drive cycle for your vehicle, nor a requirement to perform a drive cycle. What is required however is that the Check Engine Light or Service Engine Soon light not be illuminated. In this specific case, you'll need to diagnose the cause of the oxygen sensor error codes and repair the faults. Once the problem is fixed and repaired you'll be able to pass the smog inspection, assuming your Honda's emissions are below the emission cut score.
