Neither the tire pressure light nor the broken speedometer/odometer will cause your vehicle to fail the smog inspection. Your KIA can pass the smog check with these lights on. The only light to make sure is not illuminated is the check engine light or MIL malfunction indicator lamp; which is of concern in this case.
