This concerns a new 2010 Ford Focus purchased in Arizona & given to my friend in California as a gift from his parents. Does it need a smog check as AAA is insisting?

This car has less than 500 miles on it. It is a 2010 Ford Focus SE with a 4-cylinder engine. It is also 50-state certified, purchased 8/10/2010. I thought a new vehicle less than 4 model years old with less than 7500 miles would be exempt from a smog check requirement. Also, since it is a gift from my friend's parents, that would also exclude the smog check requirement, as well as having to pay a "use tax." What is the truth here? Does this car need a smog check because it's from Arizona & not originally registered in California even though it meets California's description of a new car that should be exempted?

AAA is correct. You will need a California smog check in order to register this 2010 Ford Focus in California; reason being it's being brought in from out of state (Arizona), even though it's 50 state emissions equipped and it's a new vehicle.
