Can I Smog in Bakersfield Instead of Glenn County?

My uncles car is located in Kern County, Bakersfield but I take care of all his bills and live 6 hours away in Willows, Glenn County. He has a POW license plate and I didn't receive a sticker for this year. When I went in this week to the DMV the gentleman said that his vehicle required a smog check. Since his registration is mailed to me in Glenn county, that I would have to bring it here to be smogged. Can I take it to a Star smog station in Bakersfield?

A STAR smog center is required to have the BAR-97 smog machine which will be needed to inspect your vehicle; since it’s registered in a Basic (emissions program) county. It’ll need to undergo a TSI 2 speed idle smog test, which a STAR station can perform.
