Unfortunately not. A vehicle can not pass the smog check if any hard trouble codes are present; such as in this case with the P0455. You'll need to have the fault repaired, and the trouble code cleared. After the repairs, your vehicle will have to be driven through a drive cycle in order to set the readiness monitors. After the monitors are set, and the check engine light has not illuminated (no present trouble codes), your vehicle can pass the smog inspection.
