You should get a smog check first. It'll save you a trip from having to go back to the DMV to complete the California vehicle registration process. If you go to the DMV first, they'll start the transfer process but require you get a smog check in order for the transaction to be completed. Best to get the smog check out of the way before going to the DMV. When you visit a smog station (any certified California smog station) explain to them that you need a smog check for initial California registration. You won't need any paperwork. The smog station will get the information they need about your vehicle from the vehicle's emissions label or if you give them the registration card or certificate of title from Arizona, they'll use that document for the vehicle details.
