You'll need to check with the DMV. We recommend asking for a supervisor. Issuing Temporary Operating Permits requires a DMV office manager authorization. TOPs are usually issued only once. If you have a circumstance which warrants receipt of a second TOP you may be able to have the office manager authorize the issuance of one. Contact a local DMV field office.
