No, the ABS light will not affect passing or failing the California smog
inspection. Unless the ABS light being ON or illuminated posses a safety
concern for the smog technician during the dynamometer portion (this where
the smog technician drives your Volvo on the dynamometer at 15mph and 25mph)
of the smog check your Volvo 940 can pass the smog check with the ABS light
on.
