A test only center can not perform any smog check related repairs, including setting or completing emission monitors. A smog test and repair station is allowed to perform smog related repairs and as such is allowed to perform a vehicle drive cycle, however they will not perform the service for free, as it is time consuming. We'd recommend contacting local smog stations' to inquire about their fees.
