The check engine light turning on with the ignition in the ON position and turning OFF with the ignition in the run position is perfectly normal, and in fact you want the vehicle to operate that way. If the check engine light stay on after the engine is started (and running), then you've got a problem. A constant or repeatedly flashing check engine light indicates an engine emission problem and a vehicle will fail the smog check in that condition.
