The dash board lights being on (illuminated) will not cause a smog check failure. The only indicator (light) on the your vehicle which could cause it to fail the smog test is the Check Engine light or MIL (Malfunction Indicator Lamp). We highly recommend you ensure that in fact the check engine light is not illuminated, and only the tail light, ABS, and washer fluid lights are on.
