You'll need to contact the California smog station referee's office. If in fact the Chrysler mechanic is correct, and they are not able to reprogram your Chrysler's engine control computer to run the Catalyst monitor, the referee's office may be able to bypass the catalyst monitor and allow your vehicle to pass the smog check.
