Assuming the engine rebuild is done properly and all emission systems are present and functioning properly, your Chevy Suburban should pass the smog check without any special needs. An ordinary smog station will be able to perform a title transfer smog test on your vehicle. There will be no need for a referee inspection.

An engine replacement is the replacement of a vehicle’s engine with the same engine size or an engine offered by the manufacturer for the same year, make and model of said vehicle. This is considered an "engine replacement" and does not require a Referee station smog inspection.
