Is My 2002 Honda Accord Eligible for Retirement Program?
I need to know if my 2002 Honda Accord 3.0 EX eligible for the car retirement program even though the transfer to my name is not finalized. I bought my car from a friend and went to get the name changed to be at the DMV. They told me i need a smog check. The car's check engine light was on so I knew it would not pass but have not been able to get it fixed. Would my car get approved for the retirement program although the name change is not finalized?

Unfortunately the California Vehicle Buy Back Program is not applicable to vehicles which undergoing a title transfer, such as in the case of your 2002 Honda Accord.
