This trouble code may or may not cause a smog check failure. There are VERY few trouble codes which do not cause smog check failures.
In most cases a trouble code will trigger your Plymouth Voyager to turn on the check engine light. An illuminated check engine light or malfunction indicator lamp will cause your van to fail the smog check, 100%.
In this specific case, the question is, is your check engine light on or not? If you can not tell because the instrument cluster is defective and none of the lights are working, more than likely your Voyager will fail the smog test. One of the most important aspect of the smog inspection is to ensure the check engine light is functioning. A defective check engine light will cause your Plymouth Voyager to fail the smog test. The other lights, ie. battery voltage, temp light, such... are not part of the smog test. So, really, the question here is which part of the instrument cluster is defective, the entire board or just a certain section.
Your best bet is to visit a smog test center and have the technician take a quick look before your have the smog test administered. Again, only in a very few rare instances does a stored trouble code not cause a smog check failure.
