Toyota Land Cruiser Smog Repair Assistance

My Toyota Land Cruiser has failed the smog check. I already spent $800 at the Toyota dealership to repair it and it still fails the smog check. I need a waiver or location where I can get it repaired. I hardly ever drive it and I can not afford to spend much more! Any help?
