Yes, you must take your Volvo in to a smog test center and obtain a passing
smog check certificate before legally selling it or transferring the title -
unless you're transferring the title to a family member. Section 24007
(b)(2) of the California Vehicle Code states it is the responsibility of the
seller to provide a valid smog certificate at the time of delivery of the
vehicle.
