Out of state Mitsubishi Galant won't pass smog check

I've taken my 1999 Mitsubishi Galant to the smog check place twice. After failing for visible smoke, high HCs and fuel cap, I took it to a shop next door. They changed the oil and put it on their smog machine to diagnose the visible smoke. They said my car was burning oil and probably wouldn't pass smog without replacing the whole engine. The HCs were 85, with 58 being passing. Prior to changing the oil it was 115. I've since put a fuel injector cleaner, higher grade gasoline, new fuel cap, and air filter. I went back and the HCs were 120 and there was quite a bit of smoke. Is it worth putting more money into this (maybe replacing catalytic converter) if it won't pass for smoke?

Answer:  

The smoke test was implemented as part of the smog inspection process recently. If your Mitsubishi can not pass this test, it subsequently fails the entire smog check; there is no way around it. More then likely the high HC fault and black smoke from the tailpipe problems are related, and fixing one will fix the other.
