Yes your Geo Metro will fail the smog check if it smokes during any of the three different smoke tests the smog station will perform during the smog inspection; the idle smoke test, the snap smoke test, and the engine compartment smoke test.
If the smoke emitting from your Geo Metro's tailpipe is white it more than likely means that your Geo's engine is burning water within it's combustion chambers.
If your Geo is emitting light blue smoke that would represents oil being burned, and black smoke would indicate your Geo Metro is running very rich.
White smoke in the morning is ok but it should disappear in 10-15 minutes.
