You will need to contact the DMV at (800) 777-0133. If it is true that they are requiring a second smog check by mistake you'll need to get in touch with the State Referee's Office for a waiver. You can reach the State Referee's Office at (800) 622-7733.
Our only explanation of why your Ford Explorer would need a smog check two years in a row is that possibly you purchased this Ford Explorer last year and obtained a smog check for title transfer purposes, and this year the Ford's regular biennial smog check is due.
