Check the Air resources Boards (http://arb.ca.gov) website to see if this fuel cell is approved for use in California. If so it will have an EO number issued to it, and only then will it pass the smog check. If it is not approved for California street use it will fail the visual portion of the smog check inspection as an "emissions tamper".
