2000 Honda Civic DX 1.6L Failed Ignition Timing

My Honda Civic failed the smog test due to igniton timing at 17 BTDC per smog test.  California Smog Specs says 12 BTDC. Honda SPECS per manual and Techs at Honda dealership says 16 BTDC for Model: Honda - make: Civic - Year: 2000 - engine size 1.6L. So who is correct?

Answer:

According the MOTOR Emissions Application guide your Honda Civic is required to have its ignition timing set at 12 BTDC while at 700 RPM, and the timing jumper connected. 16 BTDC is considered Honda's "base" ignition timing.
