1. Your VIR report will indicate whether your vehicle was tested as a
California vehicle or Federal legal vehicle; thought both tests are
identical. The report only indicates what the smog technician entered into
the smog machine during the smog test. All USED vehicles, California
emissions legal or Federal emissions legal, are allowed for import into
California and can undergo a smog inspection and vehicle registration
through the DMV.
As far as the emissions numbers... I can recommend you use our online VIR
diagnosis system and have one of our smog technicians look over your failed
vehicle inspection report for an evaluation. Though I must tell you since
you've already replaced the O2 sensor and Catalytic Converter, the problem
may be complicated. Regardless, it seems as though you will be required to
have a hands-on diagnosis conducted in order to find the root fault. I would
not recommend replacing any further smog components with out an expert smog
check repair mechanics advice.
