Does a used 1991 Honda Civic need a smog check?

I was thinking about purchasing a 1991 Honda Civic. The owner claims that the car is a "classic" and therefore doesn't need to pass a smog check upon change of ownership. This doesn't sound correct.. Can I get verification?


Answer:		All 1976 and newer cars need a passing smog check upon change of ownership. So yes, this Honda will need a smog certificate when you go to the DMV to transfer it to your name.
