The next step (first step in most instances) is to have a certified smog check repair station diagnosis your Volvo's smog check failure.
You should give them the failed smog check report. They will run their own tests as well. They will charge a diagnostic fee to figure out what the problem is. This is normal. We recommend asking the station owner/manager/technciain if he or she will guarantee the repairs to your Volvo.
In other words, if they say your S90 needs a CAT, and you let them replace it, will they guarantee your car will pass the smog check?
We recommend asking these questions and if the answers make sense then allow them to diagnose your Volvo's smog check failure. Sometimes it is not possible to be able to promise a passing car. At times the faults causing a vehicle to fail the smog check are to many, and by replacing a few components there can be made no guarantee to pass.
