1992 Ford Van has a check engine light problem

went to get smog check.They said my check engine light was supposed to go on when key is in and that my light bulb maybe burned out but it would be best to check so i don t fail,QUESTION : ON A 1992 FORD VAN DOES THE CHECK ENGINE LIGHT GO ON ONLY WHEN SOMETHING IS WRONG LIKE I THINK OR IS SUPPOSED TO GO ON LIKE MY 2001 FORD TRUCK WHEN I PUT THE KEY IN THE IGNITION & TURN ?

The check engine light illuminates while the ignition key is in the "on" position and the engine is not running. This is a bulb self-test system.
