The smog station is correct. Your 1992 Ford van has a check engine light which should operate similiar to your 2001 Ford truck.
The check engine light illuminates while the ignition key is in the "on" position and the engine is not running. This is a bulb self-test system. Once the engine is starts to run, the light should turn off.
If either condition is not met your Ford van will fail the smog check.
