The MOTOR Emission Control Systems Application guide indicates both Federal and California emission legal 1993 Toyota Tercels are required to be equipped with an EGR system.
You may also inspect your Toyota's Underhood Emissions Label. Assuming your Toyota is equipped with its original hood, the underhood emission label will indicate whether your Toyota is California or 49-State emission equipped.
However, as noted, according to the MOTOR guide both versions of the engine must have an EGR system.
The repair required is the proper installation of an OEM EGR valve and its required hoses and vacuum lines.
We can not determine the cost of this repair due to the fact there appears to be an emissions tamper involved.
