1995 Honda Accord EX failed smog test

I changed out the engine and there was a valve (HVR) or something like that that is missing that I was told could be the problem. I couldn't get the valve off the old engine. Is this something that can be easily taken care of? Approximate cost of repair? Any recommendations as to where to take the car?

Answer:  

A regular smog check station should be able to repair what is neccessary to get your Honda Accord to pass the smog check. A missing smog component may very well cause a smog check failure. We'd recommend visiting a local smog repair station for a quick quote. Mention to the repair shop you have the part needed on an older engine. The only questions would be, how will they have access to the engine in order to remove the component, and if the part is defective, who will be responsible for the work?
