All 1996 and newer vehicles (California or 49-state emissions equipped) must have an OBD II connector. The OBD II connector is not only used for the California smog inspection but also to communicate with your Toyota Tacoma's emission computer.
The OBD II port is located under the dash on the drivers side. It is located to the right of the steering column. The OBD II connector Should be black and pointing downward.
If your Toyota Tacoma has a missing OBD II connector, more than likely it has been relocated or detached by a previous owner. We recommend having a smog check repair station pull the lower dash cover and trace the OBD II wiring harness.
