To put your mind at ease just a little bit... the reason your Jeep Cherokee is not passing the visual portion of the smog inspection is not because it is an out-of-state vehicle.
California allows out of state used-vehicle registration as long as the vehicle has not had its 49-state (Federal) emissions control equipment tampered with. In other words, no additional smog parts need to be added to an out-of-state vehicle in order to register it here.
In this specific case it appears your Jeep Cherokee has a tampered and/or defective emissions component(s) which needs to be diagnosed and repaired.
