Any used vehicle being brought in to California from out-of-state can pass the smog check so long as its emission system has not been tampered with.
With that said, your 1978 Chevy Blazer requires all the standard smog part with one variance. If it is a Federal emissions equipped vehicle it will not require an air injection system. If it is a 50-state (California) emission equipped vehicle it will require an Air Injection System (smog pump).
You may learn whether your truck is 49-state legal or 50-state legal my look this up on the emission sticker which should be located under the hood. If this label is missing you will need to contact the dealership and ask them to look up this information using your VIN number.
The components which your Blazer must have regardless of whether it's California or Federal certified are:
PCV, ACL (Pre-Heat Duct), EGR (Exhaust Gas Re-Circulation Valve), EVAP, and CAT.
