1976 Chevy Blazer with no catalytic converter. Will it pass smog check?

I have a 1976 Chevy Blazer which does not have any catalytic converters. Will that cause me to fail the smog inspection in California?

According to our Emission Application Guide 1976 Chevy Blazers weighing under 6000 GVW need to be equipped with one OC Type Catalytic Converter. A missing CAT will cause a smog check failure.
