You can register your Honda scooter in California as long as the emission system is not tampered with and all the parts are there. No smog check is needed because of its engine size. All you should need is insurance. Verify with the DMV at (800) 777-0133.
The law only requires NEW vehicles (including motorcycles) be California emissions certified if they will be registered in California. USED vehicles (or motorcycles) can register in the state as long as their emission systems have not be tampered with. but again check with the DMV or need be the BAR to be 100% certain. These laws and requirements seem to be changing weekly.
